Effective January 1, 2008 the General Series Requirements changed to the requirements described below.
1. Higher Education:
A Bachelor’s Degree or higher from an accredited college or university is now required of all General Appraiser Applicants; alternatively, 30 semester credit hours from an accredited college, university, junior or community college are considered an accepted equivalency, however these hours must consist of the following:
• English Composition
• Principles of Economics, Micro and Macro
• Finance
• Algebra, Geometry or higher math;
• Statistics
• Introduction to Computers: Word Processing/Spreadsheets
• Business or Real Estate Law
and two of the following five elective courses: Accounting, Geography, Agricultural Economics, Business Management or Real Estate which must be included in the 30 credit hours.
2. NYS Qualifying Courses:
The classroom hour requirement to become a Certified General Appraiser is now 300 hours consisting of the following courses specific to this area of study:
• R-5 Basic Appraisal Principles (30 hours)
• R-6 Basic Appraisal Procedures (30 hours)
• National USPAP 15-Hour course
• Statistics, Modeling & Finance (15 hours)
• G-4 General Market Analysis & Highest and Best Use (30 hours)
• G-5 General Sales Comparison Approach (30 hours)
• G-6 General Site Valuation and Cost Approach (30 hours)
• G-7 General Income Approach (60 hours)
• G-8 General Report Writing & Case Studies (30 hours)
• Appraisal Electives (30 hours) (2 of 3 must be taken) as follows:
GE – 1 - Fair Housing/Fair Lending & Environmental Issues 15 hours [mandatory]
and either
GE – 2 - Specialty Appraisals (15 hours)
or
GE – 3 Using the HP12C Financial Calculator (15 hours)
3. Experience: State Certified General Appraiser
3,000 hours of experience over a period of not less than 30 months is required, 75% (2,250 hours) of which must be from appraisals of general properties listed on the Appraisal Experience Report (Attachment C). General experience must contain experience in multi-family, commercial/industrial, or other land/manufacturing/institutional). 60% (1,350 hours) of the general experience must be in one of the above categories. 20% (450 hours) of the general experience must be in each of the two remaining categories. Qualifying experience can never be more than 5 years old. See §1102.1 of the regulations.
